No, I dont know whether or not its hacked. I dont have a clue about it. Im just saying cause I might be able to acquire a good natured Shiny Hoot hoot/Noctowl.

Ok Then. The EVs Are Everywhere. You Can Either Reset all The EVs, Or Just Give It Up On This Noctowl. If You Leave It Like This, It Won't Do Much at All.

EDIT: Your Noctowl Looks Hacked Because 5 of The 6 Stata Have a 31 IV, Which Is Impossible. It's Easier To Find a Shiny Than Get a Pokemon With 31 IVs In all Stats.

You'll Need The 5 Kinds Of Berry That Erase EVs, and Then EV This Noctowl From The Beggining.

Berries: Each Berry Deletes 10 EVs From That Stat.

Pomeg Berry - Deletes HP Evs
Kelpsy Berry - Deletes Atk Evs
Qualot Berry - Deletes Def EVs
Hondew Berry - Deletes Sp Atk EVs
Grepa Berry - Deletes Sp Def EVs
Tamato Berry - Deletes Speed EVs

How many do I need to give him, of each Berry?

Well ... You Can Only Give Him 10 Berries From Each Stat, So That Means You Can Only Reduce 100 EVs From Each Stat. You Need 10 From Each Berry

So He'll have 0 On Each Stat?????

If It Has More Than 100 Evs On Each Stat, Then He'll Stay With The Remaning EVs, But If It has 100 or Less, Yes It Will Have 0 EVs.

Ok then he only has less than 100 on Attack and Defense.
